Presential Congress Neurosurgery '99
Havana, Cuba

Dear Colleages:

Many years ago the Inca people used to do cranial surgery. The contradictions brought about by colonization and the extermination wars determined the disappearance of all the achievements of these civilizations of our hemisphere. Afterwards, the progressive though unequal development of the Old World determined the globalization of these countries over the underdeveloped ones.

The entrance in the third millenium requires that our countries understand the scientific and social concept of the health action. This consists of the application of human and material resources for the benefit of all the population.

In this congress of Neurosurgery, where we wish to honor Dr. Carlos Manuel Ramírez-Corría, the founding father of Cuban  Neurosurgery, we shall analyze the results we have obtained  with the modest resources as a developing country that is undergoing an unjust economic embargo.

The exchange of experiences with colleagues, will enrich our scientific knowledge for which we shall be eternally grateful.

The Organizing Committee
